Gizmo's justifies his omnipresent cameras that are everywhere on the block - he claims that only the guilty should fear them. If you haven't done anything wrong, what should you have to worry about? Boxer thinks that Gizmo has made a reasonable argument but Bruno's not having it.
The twist comes when Bruno reminds Boxer of his past misdeeds, showing that even those who claim to be innocent might have skeletons they'd rather keep in the closet, not on camera. It's a witty reminder that privacy is a universal right, not just a shield for the guilty.
